We are excited to share with you the release of the step 3 report of the project Product Service Systems in the Nordics. The PSS in the Nordics consortium has comprehensively examined different Product Service Systems (PSS) in the Nordic region. As PSS models continue to gain prominence in the global sustainability and business landscape, understanding PSS opportunities, barriers and impact in the Nordics is vital for companies, policymakers, and individuals to explore whether, when and how PSS models can be successful in the Nordic context.


The Step 3 report is based on a literature review of more than 140 academic articles, mapping and analysis of 275 Nordic PSS providers, 40+ interviews with Nordic PSS providers and policy agents, and separate and joint workshops across the Nordic countries. It marks the culmination of the project's third phase, Product Service Systems in the Nordics, focusing on understanding the challenges and enablers surrounding PSS models in the Nordics. Building on the initial phases providing an overview of existing PSS models (Step 1) and identifying suitable product groups for PSS (Step 2), this report offers empirical insights into existing barriers, the regulatory landscape affecting Nordic PSS models, and practical tools, templates and guidance relevant to PSS providers.


The report addresses the following subjects:

  • Twelve prominent barriers encompassing cultural, technical, economic, market, and regulatory domains.

  • A regulatory framework for a more substantial integration of PSS models in the Nordic countries.

  • Guides and tools for PSS for strengthening product development and value-chain mindset.

  • Recommendations for Nordic policymakers to support the implementation of PSS solutions in the Nordic region
